George Clemon Freeman, Jr.

Present practice focuses on environmental, energy, administrative and constitutional law. He has appeared before various Congressional committees on legislation involving the Clean Air Act, the Clean Water Act, the Superfund Act, and National Environmental Policy Act, the Atomic Energy Act, the National Energy Act of 1978 (the Fuel Use Act and the Public Utility Regulatory Act portions), the Federal Criminal Code and regulatory reform. He has also represented industry participants in rulemakings by the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission and in the Department of Energy implementing those acts and briefed and argued appeals and other test cases under them in the federal courts.

Relevant Experience
  • One of the first lawyers in the country to license privately owned nuclear power reactors.
  • Served as the senior counsel for the Utility Air Regulatory Group and the Utility Water Act Group, which are comprised of the electric utility industry’s three trade associations and individual electric utility systems. These groups have been the principal vehicle for participation by the electric utility industry in EPA’s administration of the Clean Water Act and the Clean Air Act.
  • Represented clients in efforts for regulatory reform in the Carter and first Reagan administration and worked closely with the Senate Judiciary Committee on the comprehensive revisions to the Administrative Procedure Act proposed in S. 1080 in the 97th Congress.
  • Served as a member of the Congressional advisory committee known as the §301(e) Superfund Study Group.
  • Co-authored Virginia legislation in the field of historic and open space preservation law in the mid 1960s.
