Mary Nash K. Rusher

Mary Nash is a partner in the firm's Public Finance Group. In her practice she serves as bond counsel, borrower's counsel, bank counsel and underwriter's counsel for a broad range of tax-exempt transactions, including industrial development bonds, multifamily housing revenue bonds, 501(c)(3) bonds and solid waste disposal bonds, as well as traditional government financing for cities, counties and states. She has also been involved with the issuance of tax credit bonds, including qualified zone academy bonds, build america bonds and qualified school construction bonds. The following is a representation list of transactions in which she has had primary responsibility:

Relevant Experience
  • Acted as bond counsel for over $350,000,000 in low and moderate income housing bonds and student housing bonds issued in the State of North Carolina, 1998-2005, which represents nearly all of such bonds issued in North Carolina.
  • Acted as bond counsel for over $225,000,000 in qualified small issue bonds and exempt facility bonds in North Carolina since 1998.
  • Acted as bank counsel for a number of privately placed bank loans to cities, counties, school districts and other public entities.
  • Advised numerous cities, counties, private colleges and secondary schools as to financing options, and assisted with the implementation thereof.
  • Represented banks in providing letters of credit and liquidity facilities to support tax-exempt bonds.
  • Acted as underwriter's counsel for a variety of public finance issues, including public and private universities, cites and counties and ports facilities.
  • Acted as bond counsel for $497,640,000 pollution control revenue refunding bonds for the benefit of Carolina Power & Light Company.
