Paula J. Bruening

Paula J. Bruening is Deputy Executive Director of The Centre for Information Policy Leadership at Hunton & Williams LLP, a path-finding global privacy and information security think tank located in Washington, D.C. Ms. Bruening focuses on cross border data flows, emerging technologies, government use of private sector data and cybersecurity issues.

Relevant Experience
  • Serves as a member of the Commission on Cyber Security at the Center for Strategic and International Studies (CSIS) for the 44th Presidency, which is tasked with developing recommendations for a comprehensive strategy to improve cyber security in federal systems and critical infrastructure.
  • Convened capacity-building workshops in Vietnam and the Philippines on data protection and cross-border data flows.
  • Served as Consultant to the Asia Pacific Economic Cooperation Privacy Technical Seminars, 2008
  • Testified before the house of Representatives Committee on Oversight and Government Reform, Subcommittee on Information Policy, Census, and National Archives on the Use of Commercial Information Resellers by Federal Agencies.
  • Served as Staff Counsel for the Center for Democracy & Technology, a non-profit, public interest organization dedicated to developing and implementing public policies to protect civil liberties and democratic values on the Internet, where her work focused on privacy and defense of the First Amendment.
  • Worked with the US government on evolving privacy policy and directed compliance at TRUSTe, the online privacy seal program.
  • Advised the Clinton Administration on a wide range of domestic and international electronic commerce and Internet issues as Senior Attorney-Advisor for the Office of Chief Counsel, National Telecommunications and Information Administration, US Department of Commerce.
  • Served as an onsite consultant to the Organisation for Economic Co-operation and Development in Paris.
  • Worked with governments of emerging and transitional economies on issues of telecommunications liberalization and e-commerce and privacy law.
  • Led working group of business representatives, technology experts and consumer advocates to develop privacy best practices for deployment of RFID technology.
  • Represented the consumer advocacy community in the development of the APEC privacy framework.
  • Served on the Federal Trade Commission Advisory Committee on Access and Security.
  • Testified on July 14, 2004, before the House Committee on Energy and Commerce, Subcommittee on Commerce, Trade, and Consumer Protection on "Radio Frequency Identification (RFID) Technology: What the Future Holds for Commerce, Security, and the Consumer."
  • Testified on February 8, 2001, before the Federal Trade Commission on "The Information Marketplace: Merging and Exchanging Consumer Data."
