Catherine's practice focuses on energy-related environmental and administrative law.

Catherine counsels clients on energy-related environmental and administrative law at all levels of federal, state and local government, with particular emphasis on regulatory compliance, enforcement defense and administrative adjudication under the Pipeline Safety Act, Clean Water Act (including wetlands), the Oil Pollution Act and CERCLA. Catherine regularly advises clients with respect to natural resource damage assessment claims, spill and release reporting, Endangered Species Act matters, hazardous waste issues and issues arising under TSCA. She conducts large-scale confidential investigations and compliance audits to assist companies in identifying legal risks and preparing defenses. Catherine's clients include oil and natural gas pipelines, chemical companies and other major manufacturing concerns.

Catherine played a key role in the development of the firm's energy infrastructure (oil and gas pipelines) practice. She has served as a moderator, speaker and panelist at legal and industry conferences and seminars around the country, and is the author of numerous articles, book chapters and editorials on environmental, compliance and regulatory issues.

Relevant Experience

  • Regularly advised oil and gas pipelines on regulatory compliance and enforcement issues.
  • Represented one of the largest oil pipelines in the country on federal and state enforcement actions arising from spills to waters of the United States, including federal criminal and civil actions.
  • Participated in negotiating favorable resolutions of Natural Resource Damage Assessment actions with federal and state entities.
  • Defended and negotiated resolutions of numerous citizen suit actions under Section 505 of the Clean Water Act and Section 7002(a) of RCRA against corporations and municipalities alike.
  • Participated in negotiations resulting in resolution of over eight years of legal challenges by the environmental community to Georgia's general permit for stormwater discharges associated with construction activities.
  • Routinely conducts environmental due diligence, negotiates environmental indemnity agreements, and provides advice on environmental issues in a variety of transactions.
