A proposal to transfer ownership of Hartsfield-Jackson Atlanta International Airport from Atlanta to the state of Georgia would encounter legal obstacles, Doug Selby, Atlanta’s bond counsel, tells The Bond Buyer. “There are important legal consequences that we would submit… related to the airport,” Doug explains. Among the many issues to be resolved, Doug says, are leases with airlines that guarantee no change in control; ensuring that a change would not affect the tax status of bonds and asking bondholders to approve such a change.
