Partisan politics on Capitol Hill has contributed to the SEC regulatory slowdown. Scott Kimpel explains, “[k]nowing that it may lose lawsuits if rules are not airtight … has made the commission gun-shy” when faced with controversial issues. Kimpel is a partner in the Washington office and previously served as counsel to former US Securities and Exchange Commissioner Troy A. Paredes, advising the commissioner on all aspects of federal securities laws and SEC policy. His practice encompasses a wide range of matters involving the securities laws, corporate governance, administrative law, and public policy.
