Martha's practice is primarily transactional, focusing on public finance and legal issues facing state and local governments and instrumentalities. She has served as bond counsel and counsel to local government issuers, underwriters, banking institutions, educational institutions, hospitals and other not-for-profit entities.
Represented issuers utilizing various financing structures and techniques, including general obligation financings, utility revenue financings and lease revenue and other "subject to appropriation" financings.
Assisted issuers in financing broad array of projects, including water and wastewater facilities, schools, universities, court facilities, parking facilities, public buildings and hospitals.
Worked on multi-jurisdictional financings for various public facilities, such as utility systems, convention centers and regional jails.
