Hunton & Williams' Edward S. Finley appointed to NC Utilities Commission

RALEIGH, NC – Hunton & Williams LLP announced today that Edward S. Finley, a partner with the Raleigh office, has been appointed by Governor Mike Easley to the North Carolina Utilities Commission. As part of the Utilities Commission, he will also serve as a member of the North Carolina Tax Review Board, the Energy Policy Counsel and the Agency for Public Telecommunications.

After graduating from the University of North Carolina School of Law in 1974, Finley joined Joyner & Howison, which merged with Hunton & Williams in 1980. Finley has dedicated his legal career to representing electric, natural gas, telecommunication, water and wastewater, public utilities in rate cases, mergers, acquisitions and divestiture proceedings. In addition, Finley has considerable experience in administrative, trial and appellate court litigation.

The Utilities Commission consists of seven members who serve eight-year terms. Appointments are made by the Governor, subject to confirmation by the General Assembly by joint resolution. The Commission is, by law, an administrative board or agency of the General Assembly created for the principal purpose of carrying out the administration and enforcement of the Utilities Act. The Commission is accountable to the General Assembly and is subject to legislative oversight by the Joint Legislative Utility Review Committee.
