Overview

Justin’s public finance practice focuses on tax-exempt financings for school districts, cities, counties, special purpose districts, and non-profit corporations. In connection with these transactions, he serves as bond counsel, disclosure counsel, and underwriter’s counsel. In addition, he advises governmental and corporate clients on general public law matters, including elections, open government, and economic development.

Justin also has experience in environmental finance and environmental, social and governance (ESG) issues in public and private financings. 

During law school, Justin served as Summer Law Clerk for the Office of Regional Counsel, US Environmental Protection Agency, Region 6. Justin also interned for the Honorable David Hittner of the US District Court for the Southern District of Texas.

  • Counsel for global private equity firm in the due diligence of public law issues in the acquisition of a $161 million portfolio of master planned communities
  • Counsel for state university institution in the public purpose issues involved in its collaboration with a hospital district
