David Horner Joins Infrastructure Public-Private Partnerships Practice

David B. Horner has returned to Hunton & Williams LLP as a partner in the firm’s infrastructure public-private partnerships practice. A former Hunton & Williams corporate associate, he has served at the US Department of Transportation as Deputy Assistant Secretary for Transportation Policy and as Chief Counsel of the Federal Transit Administration.

Horner is known for his work in representing governmental entities in P3 infrastructure transactions and has represented clients on matters throughout the United States. He has written and spoken extensively on the US market for infrastructure public-private partnerships. A graduate of Kenyon College, Horner received a MPhil degree from Oxford University (St. Antony’s College), and a law degree from Washington & Lee University. He is admitted to the bar in New York and Virginia and is resident in Washington.
